Funded by the Australian Department of Foreign Affairs and Trade (DFAT), in 2022, the Netherlands Development Organization SNV Vietnam collaborates with Vietnamese partners from Central, Provincial and Institutes and Universities to design the design. Project "Transforming the rice value chain in response to climate change and sustainable development in the Mekong Delta region” (TRVC).
1. General information about the Project
1.1. Expected deployment location
Selected project to be deployed in the Mekong Delta region (Mekong Delta): An Giang, Kien Giang, Dong Thap. The reason why the project chose 3 provinces An Giang, Kien Giang and Dong Thap is because:

Rice production in these three provinces are >50% of total rice production in Vietnam; reaching 90% of Vietnam's rice export turnover;

This place also encounters many emergency situations such as increased saltwater intrusion, scarcity of water resources, livelihoods, rice quality;

The current rice value chain here has low economic efficiency, especially for small-scale farmers.
1.2. Project implementation time
The project is expected to be implemented in a period of 5 years, from 2022-2027. Specifically:

The Project Preparation and Design Phase will last from April 2022 to March 2023;

The Implementation Phase will last from 2023 to 2027.
1.3. Overall goal of the TRVC Project
The TRVC project is developed based on six overall goals as follows:

Transition to a low-carbon economy/green growth and climate-resilient food system in the Mekong Delta.

Transforming low-carbon rice production through improved results-based financing frameworks to encourage private innovation and investment in key rice regions in the Mekong Delta.

Improve market linkage

Lead policy dialogues to support the development of an enabling framework to expand climate change smart technology to major rice producing regions in the Mekong Delta

Mitigating the effects of climate change through a smart combination of crop adaptation and large-scale mitigation measures with a strong focus on vulnerability and inclusiveness

Develop and pilot carbon credit certification to:

Contribute to Vietnam's Nationally Determined Contribution (NDC)

Create a distribution mechanism to sell CERs/VERs (certified greenhouse gas emission reduction certificates/voluntary emission certificates)

The expected climate, environmental and social outcomes that the TRVC project wants to achieve are shown in the table below:
2. TRVC Project's implementation
Interested Enterprises will submit proposals for Sustainable Rice Production Techniques, providing higher economic efficiency while reducing greenhouse gas emissions, environmental and social values; At the same time, he presented the enterprise's capacity in testing and expanding the application of technologies on a large scale in the Mekong Delta.
