(22/09/2023) Conference to officially announce the Project "Transforming the Rice Value chain for Climate Resilient and Sustainable Development in the Mekong Delta (TRVC)" in Dong Thap province

Funded by the Australian Department of Foreign Affair and Trade (DFAT) in the period from 2023 – 2027, SNV Netherlands Development Organization, in collaboration with the Department of Crop Production, Ministry of Agriculture and Rural Development (MARD), and Department of Agriculture and Rural Development (DARD) in three provinces An Giang, Dong Thap and Kien Giang, to implement the Project “Transforming the Rice Value Chain for Climate resilient and Sustainable development in the Mekong Delta (TRVC)”.

On September 7th, 2023, the People's Committee of Dong Thap province issued Decision 912/QĐ – UBND.HC approved the aid through the implementation of the TRVC Project with a total budget of AUD 1.425.220, equivalent to about 22 billion VND. On September 22nd, 2023, at Cao Lanh City, the Department of Agriculture and Rural Development of Dong Thap province, in coordination with the Netherlands Development Organisation SNV, is organizing a Conference to officially announce the TRVC Project for enterprises in the Rice Value chain located in Dong Thap province.

Participating in the event, a total of nearly 120 delegates from enterprises, cooperatives, and representatives of Departments including the Department of Finance, Department of Planning and Investment, Department of Industry and Trade, Department of Information and Communications, Department of Labor, Invalids and Social Affairs, The Women's Union of Dong Thap province and the Provincial Farmers' Association. The delegates excitedly asked questions about the application process to participate in the TRVC project; and the regulations of the contest as well as expressing their interest and excitement about this meaningful opportunity for the development of the rice industry of Dong Thap province in particular and the Mekong Delta region in general.
During the Q&A session, enterprises/cooperatives also shared typical questions and concerns related to the scale and acreage of production areas that enterprises have signed with cooperatives, as well as regulations on allowable rice varieties when participating in the Project; how to determine GPS coordinates to meet of requirements when performing positioning.

Ms. Tran Thu Ha – Team Leader of the TRVC Project shared: " Using the pull mechanism to accelerate the participation and leadership of enterprises in the Rice Value chain, the TRVC Project creates the innovative catalysts to trigger the enterprises to develop their value chain linkages for sustainable rice production that enhances multiple values for economic, social and environmental benefits and co-benefits to about 200,000 rice farming households. At the same time, TRVC creates a premise for carbon credit certification; and prepares the readiness for trading when the voluntary carbon credit market is piloted in 2025 and officially operates from 2028 according to Decree 06/2022 of the Government”.

Mr. Nguyen Van Vu Minh - Director of the Department of Agriculture and Rural Development of Dong Thap province, concluded at the Conference: " Developing the rice industry to adapt to climate change and reduce emissions is an inevitable trend in the upcoming period, which helps improve the competitiveness of Vietnamese rice. Therefore, the Department of Agriculture and Rural Development of Dong Thap province proactively coordinated with the Netherlands Development Organisation SNV in Vietnam to submit to the Provincial People's Committee for approval to receive the TRVC Project.

The Department of Agriculture and Rural Development highly appreciates the timely response and registration of participation from enterprises, and in the upcoming time commits to continue accompanying the SNV organization, continuing to join hands with enterprises to sustainably develop the rice industry, actively contributing to the green growth of Dong Thap province in particular, and the entire Mekong Delta region in general.

It is recommended that authorities at all levels and localities continue to pay attention, promote, create a favorable environment for enterprises, and strengthen accompanying and executing directions to ensure the completion of targeted goals. In addition, a Coordination and Support Committee will be established and operational regulations will be established to operate the project well in the coming time."
